Michael Reneer 052f9a3128 Update the version of numpy to 1.23.2.
* Updated the numpy version.
* Synced the pandas version.

In Python 3.10, if you invoke `pip install pandas~=1.1.4 numpy~=1.21.4` and then `import pandas` you get the following error:
